The Community


Each home in the community includes surrounding yards of discrete area designated as a Limited Common Element (LCE).  An LCE may contain infrastructure shared by the whole community (storm & sanitary sewers, gas & electric lines, etc.) but is otherwise the responsibility of the homeowner to maintain.

The Community also contains Common Elements (CE) for which the LHCA is responsible to maintain.  Included in the Common Elements are the roads, street lights, storm & sanitary sewers, and the bordering woods, our Conservation Area.  Costs for this responsibility are shared by all homeowners through Common Charges payable monthly.  At certain times, facing an unexpected Common Element cost that exceeds available fund reserves, the LHCA may borrow funds with repayment through Special Assessment Charges to homeowners.  Every homeowner is a member of the LHCA.

The bulk of the Common Charges pay for maintenance of all lawns (including those within LCE’s), snow plowing of our private road (Linden Heights), and our sidewalk along Linden Street.  Other costs include LHCA insurance (which does not extend to insurance coverage for any homeowner or home), Common Elements tree work, street lights, and funding for reserves for future repairs and / or replacements of Common Elements.

The LHCA is organized as a Connecticut corporation and run by an Executive Board, selected by homeowners every year from volunteer homeowner candidates.  The Board selects the President, Secretary, and Treasurer.  A third-party company is not employed to manage LHCA affairs but the LHCA does utilize an attorney and an accountant; contractors are retained as needed.

The Executive Board meets a number of times, generally every three months, and as needed for organizational or special purposes.  The LHCA has an Annual Meeting, usually in June, at which homeowners vote on the annual budget, for the Executive Board, and on other matters as needed.  Notice of each meeting is emailed and homeowners are entitled to attend any meeting, other than special purpose meetings the Board may hold.  Meetings are held through Zoom sessions since the Covid pandemic.

The governing documents for the LHCA are the recorded Declarations and the By-laws, available elsewhere on this website.  The Declarations include homeowner obligations regarding use, maintenance, and alterations of their home and LCE, requiring, for example, Executive Board approval for exterior painting, landscaping, or exterior modifications, maintaining your home and yard appearance, and limiting such things as yard signs.  Adherence to these obligations do, overall, enhance our community and property values.
